GENERAL STATEMENT OF DUTIES: To perform professional civil engineering and responsible administrative work in the design, planning and inspection of municipal construction and engineering projects; to plan, direct and coordinate engineering and public work employees and activities; and to perform related work as required. SUPERVISION RECEIVED: Work is performed under the direction of the City Engineer/ Director of Public Works. SUPERVISION EXERCISED: Supervision is exercised over a group of employees including City Engineers, the Construction Coordinator, Building Maintenance and clerical staff. TYPICAL EXAMPLES OF WORK: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.) Direct and supervise municipal engineering operations including the design, specifications, estimates of cost, and inspection of construction for sidewalks, street improvements, pavements, bridges, buildings, sewers, water systems, recreation facilities, and other projects. Assign work and supervise the development of plans and specifications (contract documents) necessary for municipal construction projects. Prepare and apply for permits, as required by regulatory agencies for municipal construction projects or activities. Administer third-party professional services contracts, as needed, such as: material testing and professional engineering and surveying. Administer and oversee the mandated requirements for the three City-owned bridges (two bascule and one fixed). Plan and program future work activities. Supervise the maintenance of a detailed record system showing the location of streets, sewers, water distribution systems, sidewalks and other public improvements. Oversee the work of private contractors within the public right-of-way. Provide technical information and recommendations to the City Engineer. Prepare communication for the Administration, the work force, the citizens served and the media. Investigate and respond to citizen complaints pertaining to engineering and public works projects and activities. Investigate construction, sanitation and other alleged violations and make reports recommending action. Enforce City ordinances and Administrative and DPW Regulations. Supervise the purchase and storing of necessary supplies and equipment. Prepare annual budget request and oversee budget expenditures. Oversee the daily operation and maintenance, as well as any capital projects, for the Municipal Office Center (MOC). Evaluate the work performance of subordinate employees. Perform related work as required. DESIRABLE QUALIFICATIONS FOR EMPLOYMENT: Considerable knowledge of, and experience in, the application of sound management principles of professional civil engineering, particularly related to municipal public works operations and related projects. Considerable knowledge of construction methods, materials and equipment related to building construction, streets, sewers, water supply system and other public improvements. Considerable knowledge of city charter and ordinance provisions, state requirements and other regulations regarding construction and engineering projects. Reasonable knowledge of administrative organization and practices. Reasonable knowledge of basic principals and practices of City planning and zoning. Knowledge of the use of State and Federal funding sources such as Act 51, State Revolving Fund (SRF) and Drinking Water Revolving Fund (DWRF). Ability to plan, organize, supervise and participate in a wide variety of engineering planning, inspection and maintenance activities. Significant team building skills for a diverse workforce comprised of union and non-union employees. Established verbal and written communication skills. Ability to plan, coordinate and supervise the work of others. Ability to prepare detailed and accurate records and reports. Ability to work effectively with other officials, employees and the general public. Ability to develop plans and make decisions on complex engineering problems. Initiative and resourcefulness in solving problems. Ability to establish and maintain satisfactory working relationships with the public, other officials and employees. An employee of this class, upon appointment, should have the equivalent of the following training and experience: Graduation from a college or university of recognized standing with specialization in Civil Engineering. Several years of progressively responsible experience in civil engineering and related work involving public works construction or similar activities. Must be registered as a Professional Engineer in the State of Michigan.
